Victor de Swarte ( Dunkerque, 1848 – Paris, 1917 ), High civil servant, private secretary of the Minister of Justice (1876). Chief of staff of the President of the Senate (1879). Paymaster General of the Haute-Marne (1880-1904). Republican activist under the Empire and then under the conservative Republic. Distinguished economist and contributor to several journals of political economy and statistics. Amateur of Flemish art. Founder of the Société septentrionale de gravure, in Lille.
